Göteborg & Co AB is the parent company for the companies within the Tourism, Culture and Events cluster, and as such, it is responsible for leading and coordinating the work within its own group. The purpose of Gothenburg City with respect to the company is to, at a strategic level, lead and coordinate the work within the group and to contribute to strengthening and developing the tourism industry in Gothenburg and the Gothenburg region, as well as contributing to the development of the tourism industry in the Västra Götaland region. The company's objective is not to generate profit for the shareholders. The company must comply with the principles of municipal law in Chapter 2 of the Municipal Law, which means that the activities must be consistent with the municipality's competence and the principle of localization, that municipal members must be treated equally, a prohibition against providing support to individuals, and a prohibition against charging higher fees than those that correspond to the costs of the services provided, unless the law or case law allows for exceptions for certain activities or measures. The principle of cost recovery does not apply to the company's activities related to the management of municipal property, such as the leasing or transfer of real or movable property.
